He roams the neighborhood. I think he belongs to one of my neighbors, but when you see him up close he looks skinny and definitely has a case of mange. I'm concerned because to me that's no way for a kitty to live. I've met cats that are outside cats, and the ones I met are very well fed and definitely don't have mange.

OMG! Marie, CALL !!! This is sooo cruel I hate it when animals are mistreated. I've called before on my Mother's neighbor,not only did they pick up the dog but she was fined!
I wish she had gone to jail!!!

I agree you need to call...the poor kitty needs a good medical look over and a good meal. Let us know what happens.
